I want to make it solely usable for racism - the clue is in the word.

No - you want to disregard what that string now MEANS and to stop it being used for anything which you do not want to be termed racism. Or any ism. Or anything critical at all.

Your way could itself be accused of being racist by intentionally reducing the seriousness of the word by using it willy nilly for any kind of minor discrimitaion or abuse (being rude to the French) thus intentionally reducing the perceived seriousness of racism itself.

That's irrelevant to whether it is racism or not.

Does it depend on the ethnicity of the victim?

Whether it's racism or not depends on the races of the victim and perpetrator. Not difficult is it?
