Multi unit door bell system

Customer of mine is looking for a door bell system for a set of 12 flats with one entrance.

They are not interested in an entry access system but simply want a single wall panel outside the front door with 12 buttons. Each of which is linked directly to a bell in each flat.

I had planned to make a system up using one of these

linked in parallel to an external sounder in each flat, but the cost almost equals those of a 12 way panel kit (includes face panel, phones, door catches and transformer).

Does anyone out there know of a simpler (cheaper) piece of kit?

They are not interested in an entry access system
They might not be, but the people living in the flats will.

With just a bell and a button, the occupant will have to go out of their flat and down the stairs to let visitors in. Even if using a lift, it will take a significant time to get to the door.
If the visitor is someone delivering mail or a parcel, they won't wait, they will just assume no one is in.

If the main entrance door isn't locked, just put a normal doorbell on each individual flat.
If the main door is locked, a proper entry system is the only sensible option.
