Finally fniished off a periodic last week of which the whole place pretty much needs gutting. Outside lights wired in T&CPC with damaged bulkheads, outside catenary distribution wired in T&CPC also.
Of up to 11 db's this one is by far the worst....

Assuming you opened the cover of that DB, then there is no code 1s that I can see.

Is that where all the baby gardens go while the grown up gardens are at work?

Off the top of my head the only code 1's on that db was in the trunking above, which as it has no lid creates exposure to live parts with the joints that are present.
Numerous blanks were missing and no tool was needed prior to exposure of direct contact.
Presence of charring from excessive heat on the cables linking between the mcb's.

Other code 1's away from this consumer unit are things like exposure to live parts in outside lights, damage to accessories etc.

The whole CU is a mess, the Wylex 40A breaker fed with what looks like 2.5mm is mind boggling - then the cable going out the bottom of it is bigger.
I'd give that a 1 also.
One of the MCBs has no current rating, that one with another two also look to be fed with 2.5mm
