if you get your own cat, or befriend a neighbour's, he will keep other cats away.

Cats are territorial. If they find a garden which is not owned by any other cat, they will not mind making a mess of it.

I haven't heard one single reasonable argument against penalties imposed against the everyday selfish cat owner. Or banning.
