I think you're correct - its a surface plate leveler. The flared bits grip into a leg of some sort, so it doesn't fall out when its lifted.

I think the flared bit is like a rawlplug, for securing it to the floor.

Just done a long post, and it's gone.

Short version, imagine the clutch plate centred between the two larger wheels,undo/slacken "rawl" bolt, push onto block, tighten centre "rawl plug" job done? in line, but couldn't work out how to strip the object down, to get it back.?.

Although it is oily, but oily "dry" unused for a while.

Definetly not gritty/floor gear. Good idea though.
