I have recently noticed that the power of the air blowers on my car has been greately reduced to the point that i require to have it on 3/4 before I notice / hear any air coming from the vents.

Is this a problem with the fan, even though the I get some power from the blowers when turned up full?

Sounds like you might have a blockage somewhere. Check the intake isn't choked with leaves. Also, check the cabin filter.

Is a pollen filter actually required? Does it achieve much?

Okey dokey, its located in the passenger side foot well, tight up against the bulkhead of the centre console.
Remove the trim above the passengers knees if its there, and remove the carpet thats up against the centre console.
Expose the fuse box, and let it drop down after undoing the 1/4 turn Dzus clips. The wiring loom looks pretty forbidding but gently stretch it out until the fuse array comes down. No need to unplug anything. You need to shift the steel securing bracket behind it, too. (2 nuts).
With that out of the way, the door to the pollen filter is visible but you'll need to do a handstand in the footwell. I think there are 3 screws, 7mm.
Undo the door, remove and you can pull the old filter out of its housing, making a note of which way up it is.
At this point, ignition on, fan on full blast to shift the leaves and other crap thats in there.
So, slide new filter into the housing slot (it will buckle, but tease it in) then replace the door, followed by the fuse box bracket and the fuse array itself. Replace carpets and trim.
Kneel down and give thanks :D Make appointment with osteopath. :p
A ghastly arrangement, only slightly better than the old Focus which would fill up with water.
Enjoy!

Its supposed to trap some of the grot that enters your car, and they do get dirty really quickly so they certainly work...its also important for the A/C evaporator to be kept clean which is why all A/C equipped cars have them. Frequently, non A/C cars have them too these days.

Yeah, the resistor packs frequently failed on the Rover 200/400 knocking out different fan speeds.
