Just a thought, and probably discussed before, but people use them to disguise their identity.

It was 22 ° C in London yesterday - was everyone so cold they needed the extra warmth on their neck and heads.

Triple the sentence of anyone committing a crime when hiding behind a hood etc. Simples.

They were that cold, they felt the need to start some fires to stay warm. :wink: :wink:
 
From the quality of some of the photographs taken of the rioters
if recognized, I would have no hesitation of reporting their names to crimestoppers, if it happened in my locality.
All this unrest will ultimately, cost each of us more money in insurance increases, and community charges.
