Q1 No

Q2 You don't have to but it is good practice to so that the cables can't be damaged by the plasterer's trowel.

No, there is nothing in the regulations that require it.
Some will say that the plasterer will attack it with his trowel and there fore capping is needed. But since most walls are plasterboarded now before skimming I wouldn't waste your money.

Depends if the are in prescribed safe zones or not?
If you have a cable running diagonally between accessories, they must be mechanically protected or buried at a depth of at least 50mm from the wall surface (that's both sides of wall)

That's not capping, though, is it?

Also, to keep quoting "at least 50mm. below the surface" to DIY posters implies that they should bury cables more than 50mm. deep when in the vast majority of properties (brick/block) this is not possible because of the Building Regulations.

I never mentioned capping, but the OP needs to be aware of this, others mentioned capping not I!

Valid point.
Part A has requirements for chases in
the building structure (1C 31 Chases)
as follows:
Vertical chases should not be deeper
than one-third of the wall thickness or
in cavity walls one-third of the
thickness of the leaf. Horizontal chases
should not be deeper than one-sixth of
the thickness of the leaf or wall.
Chases should not be so positioned as
to impair the stability of the wall
particularly where hollow blocks are
used.
