When a sounder is in alarm, is the current drawn from the bell + and- terminals, or the siren and strobe trigger wire?

Depends if the sounder is SAB or SCB Self Activating Bell/Siren, the load is on the Trig terminal - with a SCB Self Contained Bell/Siren the Sounder is powered by the internal battery (which is much larger than the Ni-cad used in an SAB

Most common Sounders are the SAB type ;)

The draw is from all the generation side and common constant pos.
Hence one fuse, glass or electronic.
And the loadings shown for quiescent and strobe and sounder in alarm.

The battery in a sounder if SAB or SCB is no different. Open up any make and see the jumpers for the operation. Note the same battery.
