Purpose Of This Raised Surround Around The Drains?

What is the purpose of the raised surround around these rainwater and waste drains? They only get in the way along the side of the house and catch leaves, is there any benefit to them that I may be unaware of?

I'm thinking of scrapping them and making the drains flush with the new paving.
 
Designed to stop splashes from the down or waste pipe, and stop debris getting into the gully
 
Remove gully surrounds then lower the gully(s), to proposed paving level, and extend the pipes to discharge below the grids. Rainwater is already cut through the grid at existing level looking at the pic.

Is that to stop splashes onto the paving? Doesn't exactly stop debris entering, if anything it creates a bowl for it to get trapped.
