Came across something similar in a garage conversion recently, the building inspector failed to pick up on the fact that main fuse, meter connection and earth connection where inaccessible!

Had this problem before, same circumstances.

Massive cupboard containing consumer units and meter etc, and tiny door just to read the meter.

Quite funny really, when you calm down.

Wasn't a hand basin there as well though!
 
Brought tears to my eyes!!
All too common, with or without the wash basin. the odd thing is it was always "there when we bought the house" when customers are challenged

Aren't most DNOs replacing metres to the modern digital type now? It is quite funny as well to see how badly that was cut out. I am no joiner at all but even I can cut a straight line with a jigsaw.

Even recently when fitting a new kitchen when it came to the kitchen sink I mad sure all the compression joints behind the new unit were accessible. Nothing worse than having to remove half a fitted kitchen just to fix a leak. Also it makes sure all the earth bonding is accessible.
