Restarting a boiler system (with drained water tank)

Hi Guys, looking for a bit of support and guidance. I'll try to be brief.

About 2 months ago my boiler (system with hot water tank) stopped providing "hot" water - it was still kind of like warm sometimes. I called the emergency cover guy who came out and issued me with a notice and basically condemned my boiler. His whole reason - because my boiler unit didn't have it's white cover on. It's 20 years old and didn't have one when we moved in. I can't remember the exact phrasing, but it isn't a risk unless you carry out work on it or something. After he left I turned off the water supply into the water tank and drained it.

Now, as the weather has turned we want to start using the boiler again, as I've not scraped enough money together to replace it. Is there any specific steps I need to follow to restart it? Turn the water back on , then the boiler etc?

The heating aspect has always worked fine, it's just the water tank heat that has given up the ghost - I'm going to have a butchers at the thermostat to see if there is anything I can do. Any suggestion?

The boiler has been condemned for YOUR safety. If you want a second opinion then call another engineer. But don't come on here asking for advice on how to recommission a boiler that is a safety hazard ;)
 
To quote the advisory record. It has been turned off "is at risk" due to no white cover on boiler unit. It is not immediately dangerous, but the guy said that in order to issue to notice, he had to shut it down. No other issues. Just a lack of a cover. How does that affect my safety?
