soil pipe in way of footings

I'm having an extension across the back of my house, And i have been told that i have to contact southern water to get a build over agreement to build on top on the soil pipe that runs across the back of the house which will go though the new footings. Do i need to do this or can i just bridge over the soil pipe.

Strictly you need an OK from them, but they might make you spend £££ on a survey. As long as there are no inspection chambers, most people would just bridge over and forget.

If the extension is outside the build, there should be no problem.

What do you mean that the extension is outside the build, the soil pipe will be going under and though the extension footings.

Sorry, I meant to write if the inspection chamber is outside the build....

If a pipe is going through the wall, you just bridge over it with short concrete lintels. Where it is near the footings, then you should consider taking the footings down to the level of the pipe so that no sideways pressure is put on it. This is all normal stuff which your BCO will check anyway.

The point is that, until a few years ago, these things were private matters - now they are administered by the utility companies, and we pay for the privilege.

Sometimes your BCO will be happy to oversee these kinds of works without a Build-over. Sometimes they will not though.

No.
All 'public' sewers are owned by the water companies so your information is incorrect.
