At our indoor bowls arena there is a small tower 8' x 2' at 8' high and the umpire quoted " This is health and safely issues and should be put outside" It's not in anybody way and it's against the back wall with plenty of walkway area.

The tower belongs to the British Gas as they are waiting for the spare parts for boiler in above the suspended ceiling.

Is the umpire talking tosh or why would it be the H/S issues?

Typical elf and safety nonsense. They are the type of people that feel they have to say something even when there is nothing useful to say. So what they do say ends up being nonsensical crap.

As long as there's nothing that can fall off (eg tools or materials left on the platform), and it's not where someone is likely to walk into it, then there's no problem.

He's talking rubbish - ask him exactly what aspects of health & safety regulations/laws are in breach

And if you really want to wind him up, point out that if it's outside that will increase the risk of injury as you are now allowing access to members of the public & trespassers. Then there's the risk of somebody gaining access to roof level etc.
Don't forget you need to go on a manual handling course as the tower is quite weighty!

Or you could dismantle the tower - as long as you've been on a training course in tower scaffold erection/dismantling!

And have a clipboard in your hand as if preparing to make a note of his answers. I have found that that concentrates the mind enormously!

Or overtly get your mobile out and start recording. Most smartphones these days have a record function (either built in or as something you can add). Knowing that there's a recording (and so you can't try and claim that the notes were "erroneous") concentrates the mind even more.
