You would expect the felt to be carried under the new valley, with a wee bit beyond (on the existing non-felted side), so that there is adequate lap should you wish to improve the non-felted side in the future. With the way they have left it means that you would have to remove the valley in order to complete any renovations on the existing side of the roof.
