Worcester 350 combi boiler. CH cutting out, HW OK. Fan? Pump? Something else?

It runs at low speed during ignition and the first stage of central heating demand where it's running at low burner pressure. Never sat and watched one for long enough but I expect it also goes to low speed when it modulates down too.

Update: (assuming anybody cares or can remember the original issue/s)...it was capacitor C19 on the driver board! Thanks a lot everybody, especially ollski and St0rmer66.
