Is it mouldy or has deposits of crispy salty residue? In that location it could be penetrating damp through the window sill, photos of outside might help in that area. Or it could be a lack of insulation and poor air circulation in that area causing condensation on the wall. Does the wall feel wet on the surface? Do you dry washing inside? And Cook without a fan on?

No noticeable mould or salty residue. In fact to me it just looks like plain plaster showing. Are you referring to loft or cavity insulation?? Either way, there is no insulation. We do have condensation on the double glazed panels. The wall doesn't feel wet, but it does feel cold.
