Filling cavity below DPC

Whats the purpose of this exactly? I see that you should slope it away to allow water to run away from the internal wall, but surely it would be better if it just dropped further and soaked away well below the DPC?

Yes it's only a weak mix anyway, I suppose it's less likely to go somewhere if it's got cement in it.
