General heating system question?

Hiya guys..
I went under the floorboards to have a look at my heating pipework, and i saw that the heating system has a hot flow going into the rads at one side and the returning water going into a second return

pipe on the other side. but my problem radiator at the bottom of the stairs does not do this, it has both sides connected to the hot flow and nothing into the cold, and not only that, one connection to the radiator is at the top, and then the same pipe goes upstairs to the next radiator i presume.
so my question is, i know the connection to the top needs moving to the bottom, but do i need to run one pipe into the cold flow, or will it be fine leaving them both on the hot flow pipe?
i have a combi boiler if it makes any difference

Why does it need moving,is the reason appearance or is the radiator cold ?

i am going to replace the single with a double, so whilst i am doing that, i thought i may try and solve the problems..the problems are...it doesnt seem to get that warm even tho i have balanced all the radiators, it doesn't look nice on the eye, and when the thermostat clicks the heating off, the hot water contained in the radiator doesn't stop in it, the hot water rises up the pipe and is soon cold, would i be better keeping both the radiator pipes on the same feed (hot) but connected at the bottom, or run one of the pipes into a cold feed?

The rad will work much better TBOE than BBOE on one pipe.

Converted to 2 pipe, it will work much better.
