Knock down garden wall by roadside

Hi all,
I want to knock down this low wall which runs by the roadside. The reason is that I want to provide parking along that bit of land, so for easier parking access Ill need to knock the wall down.
Do I need planning permission for this? Or do I need to contact the Highways Agency? Or both?

Probably both, as regards access to the highway that depends on the type of road ( busy road or seldom used country lane ) whether permission will be granted,

It depends if you are proposing to access the property where you remove the wall or will access remain where the existing drive is?
 
Tell that to the friends of mine who are endevouring to widen their access to an unclassified country lane.

The OP does not need planning or highways permission to knock down his front wall. Note the lack of any road side crossing, path or verge at all.

My friends situation would appear to be similar except there is a grass verge ( which is their property ) between the wall they want to partially remove to widen access by 0.8 metres and the tarmac of the road surface.. As they live in conservation area planning department became involved and they involved Highways who had reservations about it being widened.

I do notice a blue marked area, if this is a water company asset then they may be concerned about vehicles being driven over it.
 
In this context, where a road ends and private land begins, you can leave the road at any place. The only thing stopping the op from doing so now, is that his own wall prevents it. Once the wall is gone (which the OP is free to do if his title permits) he can then leave the public highway at any point and enter/exit his property. There is no access drive, no dropped kerb, no kerb even, and no strengthening of the public highway required, so the highways authority need not be involved.

The blue paint is for repair or surveying purposes. Not to say "dont drive on this"
 
Even if it is a conservation area, that wall does not look like it is over 1m high.
 
Thanks guys - useful info!

To clarify:
1) I live in a conservation area
2) The wall is about 750mm high
3) Woody's right, the water company sprayed it blue because the stopcock is not properly shutting off. Funnily enough, it also marks the end off where I want the wall down, so we would be driving over it.
4) There is no curb
5) Its a fairly quiet B road (although I suppose thats subjective) and its on a straight stretch of road (ie no bends nearby)
 
You'd need planning permission for a crossover on a B road, but if there's no pavement you don't need a crossover, so oddly you could drive in anywhere. Not sure how visibility would work in that case though.
Highways agency is only worried about the strategic road network so unless you live on a major road network they won't be concerned
