To be fair, the charges were dropped because there was no real chance of the charge being proven. On three of the charges, One of the witnesses had died, and the other two had amended their statements.
The fourth was dropped because:
"The prosecutor said all four of the counts were part of a "narrative" of a "pattern of behaviour" but because the other three counts had been dropped, the "thread has been lost"."

This was exactly my response recently to eeyore's claim that none of RC's comments were racist, and my response was, "in isolation, agreed, but they indicate a pattern of behaviour."
So you have a "narrative" indicating a pattern of behaviour, but three of the four charges could not be pursued, and "the thread has been lost" on the fourth charge.

Nice use of words by the CPS. I will remember those for future reference.

There is a yawning chasm between football fans intent on watching football, (I understand it was an important game for them), and the professionals trained and employed to oversee their safety and security.
Or there should be a yawning chasm, but on this occasion, perhaps the professionals were incompetent, careless, or even reckless.

And to suggest that the police only have a portion (sic?) of the blame is to suggest that the fans are also to blame.

Which if followed logically must mean, that those doing the covering up could not find anybody, or anywhere else to move the blame to.
