I have a few questions on the above.

I have a site plan to show the property boundaries and access roads. Do I need to show actual plans if the proposed build (as it will be permitted development)

Also where do I make this application? I can’t see any direct link where to submit my documents ?
Please advise

The first thing to point out is that it's not presently practical to use this process. While there are plans to extend it/make it permanent, the current scheme expires on 31st May, meaning all such proposals need to be substantially completed by then. Assuming you were to make the submission by email tonight, the Council would have 56 days to respond, leaving 80 days for you to complete your build.

But after tomorrow, who knows, maybe the government will get around to dealing with this, in which case (and subject to any changes in legislation)...

1. Plan
If it's PD then you don't need to submit anything. If it falls outside 'normal' PD limits but within the limits defined for the neighbour consultation scheme then you need to submit 'a plan indicating the site and showing the proposed development'.

2. The Submission
The Council usually have a form somewhere on their site for making this submission, or you can download one from the Planning Portal. But you don't need to use the template form. You just have to send them a written description of the proposed development and a plan as described above. You can normally submit via email or post, but use a 'signed-for' service if making a postal submission. And you don't need to send it to the Planning Dept; the Council's main office address will suffice. If the Council fail to respond within 56 days, and you're sure that in all other respects the scheme is PD, then you can just crack on.

Thanks for the response, I’m aware of the time frames. I’m a tradesman (Plumbing and heating engineer) so have builders who are fairly readily available. I have someone to start end of Feb - mid March but do need to get this emailed off this week.

I have the templates forms and have filled them out. It includes a short description stating a rear extension of 6m with a flat roof, spanning the width of the garden.
Can I literally be that vague with the notification?
I have a site map which outlines the property boundaries and surrounded properties and roads.

How do I show the proposed development? Is this just outlining basic dimensions?

You are correct about this, and I have my own standard format letter for making these applications. However, I've found some LPAs are completely behind the door on this, and keep writing back insisting on the form. In one instance I've emailed them the relevant extract from A(4), but to no avail.
But at the end of the day, the client won't thank an agent who stands on principle because it means more delays to their project.

I know that if the council doesn't respond within the time limit (I think it's 42 days for domestic extensions), the work can go ahead, but clients still want that piece of paper from the council, so when councils are intransigent I have to grit my teeth and send the form in.

It's galling when idiot jobsworths at the council are getting paid to a job at which they are clueless about the rules.

As per Nakajo, all you need is the brief written description (length/height/eaves height) and a plan. It need only be a rough sketch of the site showing the house and the extension, but chances are your LPA will still demand a 1:1250 OS plan, so while they have no right to insist on one, just buy one off the internet to speed your application up.
If you look for the councils' normal householder planning application forms on their website, you should see their email address somewhere on the form (but remember you will be using the PN form!).
There are proposals to make the scheme permanent, so if your LPA is as stupid as some where I am, doubtless they will send in the bulldozer if you haven't put the last ridge tile on by 11.59pm on 31st May.
But seriously, no-one's going to do anything if you finish a few weeks after that date!

I have the scaled 1:1250 plan of the property, outlining the boundaries. I will also do a sketch on scale paper showing the length 6m. What is the maximum height and eaves height? I thought it was 4m and 3m? Or is it 3m and 2m?

Also I will need to build up close to a neighbours garage wall, I’m thinking around 500mm so I can walk down in for maintenance but this may be tighter. Will I need a party wall agreement. I did have one builder suggest just using both my garage and their garage as side walls and just building across the end of them as the proposed extension will be inbetween the both.

I have attached some photos of the rear of my property. 6m falls just before my garage door. As you can see, both garages are inset by about a brick to the main house walls, and there is 2m between the house and garage. Is there any allowable way that I can use both garage walls as my two extension side walls?

My PD was refused as it was classed as a side extension.
