And as part of that it was made clear that there would still be prosecutions should new evidence be found.

You do talk some rubbish, to be released on licence you have to have served a prison sentence.
These Amnesty letters were issued to known terrorists who were either on the run or were living in the UK.
The Hyde Park bomb suspect walked free from the old Bailey because he produced a letter of amnesty.
Justice Sweeney explained why he had to release the suspect.
It wasn't because of lack of evidence it was because of the political agreement made by Tony Blair overode the law.

Anyone who uses a paintball gun for target practice wants their heads looking at.

It could be good practice for rushing into a building/room where folks are shooting back at you, a bit like real life.

If you factor in the pain a close range paint ball inflicts on the recipient it adds to the experience but without killing anyone.

"The Northern Ireland (Offences) Bill says that anyone accused of terrorist offences committed before 10 April 1998 will be tried by tribunal, but will be released under licence if found guilty.

Those suspected, charged with or convicted of an offence before the Good Friday Agreement will be able to apply to a commissioner, who will grant a certificate allowing them home provided they are not still involved in terrorist activity.

Those convicted of a terrorist offence after the Good Friday Agreement and those who have been sent to jail for five years or more after that date will be ineligible...

The Secretary of State has the power to cancel the certificate, if its terms are broken.
The Government insisted that applicants would be subjected to a "judicial process", because prosecution for the offences would be pursued through "special tribunals".
The tribunals would operate like a conventional Crown Court...

If convicted, the person would be eligible for a licence on condition he agrees to provide fingerprints and samples. The terms of the licence would be similar to those that exist for prisoners released early under the terms of the Good Friday Agreement.

A licence will not be given to those who are deemed to be a danger to the public."

If the IRA are no longer accountable for their crimes why should ex service men be hounded for alleged offences from 40 years ago.

They shouldn't, if you believe that members of the armed forces don't need to behave any better than terrorists.

If you think that terrorists and soldiers are morally equivalent then by all means claim that they should be treated the same when they murder people.
