resizing programme windows that are too tall for screen

Have you tried the TV settings? (i.e. in the TV itself, you can resize the picture these days).

Finally got it to move, but?

Pressed alt and spacebar and M, this brings up a 4 directional arrow, then using the keyboard arrow keys, the window will move in any direction.

But, it then reverts to the hidden position. And the double headed arrow for "size" doesn't seem to work.

I just tried it on the calculator app in w10. It won't pull the top down but it does pull the bottom up.

Can you provide a link to the troublesome program?

I haven't got a link, but it effects torrent clients, not the main pages, but the window that opens when a torrent is selected.
 
It's a bit of a hack but if you really, really, need more vertical height you could rotate your desktop to the left or right. (Not actually do it, but when the popup arrives rotate the screen to one side, read it with your head tilted dangerously to the same side and then rotate back when you've cleared it).

Or just work out what the keyboard commands are to respond to the pop up. You'd have to do that on a machine where you can see the prompt but it might be enough to work.

Also it's more common for popup windows to remember the last size they had than have a hard coded length, in which case you might only need to re-size the window once and it'll persist at a more sensible size in the future. Or maybe it won't.
