Often the decision depends on who has to maintain the systems, an estate of houses to be sold to owner/occupier who will individually maintain or an estate to be rented out and maintained by a landlord/housing association.
Fewer parts certainly means fault "diagnosis" by changing parts is easier,
Diagnosis by analysis of symptoms should not be affected by how many parts there are.
I don't diagnose by swapping parts. I'm a sole trader, can't afford to swap stuff Willy nilly.
That's why I own a multimeter, I've got three actually!
Analysis of symptoms is something you gain with experience and training.
I've been gas qualified 25yrs, plumbing and electrical 35yrs and self employed since I was 19yrs old. I'm doing ok.
I enjoy my job, not like the boiler singers and parts changers you seem to think we all are.

But sadly in the public facing industries there are far too many "trained monkeys" trading as "qualified engineers". Applies to almost all industries from car repairers to heating systems,
I know there are experienced and competent engineers out there, I have met a few.
Disdain and frustration works both ways in that theatre! For every story you can quote poor service from an engineer, I could match with a cowboy customer... Its just a pity that the two groups don't find each other as much as they should
