Poor Heating but HOT water

Just moved into a new property and trying to figure out why the radiators are not heating to full potential. Here are a few facts about the system.

Old Camay Quartet Oil boiler with flow and return direct to hot water tank (no thermostat) coming from right side of boiler (no pump on this side). On the left side of boiler there is a flow and return to heating with a recirc pump in the flow. There is no 3 port valving and the heating controller appears to activate heating AND hot water flow when "CH" is selected and hot water only when "HW" is selected. So when the CH is turned on the HW flow and return heat up very quickly and the boiler cuts out after only a few minutes and only restarts after approx. 10 min (or if the boiler temp knob is turned up).
So it looks like the hot water circuit is cutting off the boiler before it has a chance to heat the CH side of the boiler. Certainly, when it cuts out the CH flow pipe is quite warm but CH return is pretty cool indeed, while the both HW flow and return are scalding hot.

Any suggestions please???

Thanks Simon...you were spot on. I assumed that because the pump was humming, it was turning. That assumption was incorrect...I tapped it with a big hammer and the pump sprung to life.
