heatline c24 no ch

hi
problem with c24 when i turn the ch on the boiler does not fire even on overide, but if we open the hw tap the boiler fires but the ch flow pipe below the boiler starts to get hot. removed the diverter motor and operated the pin manually, again opening the hw tap the boiler fires and the hw tap now delivers hot water. if i stop operating the pin it returns to heating up the ch flow. after shutting the hw tap the boiler still does not fire up for ch. there are no flashing lights on the led display
any ideas
