How is this discrimination

Could well be that the "nutter" was someone opposed to promulgating the ideas of unity and living well together.

If the report you linked to is accurate, then it was a rule about getting permission whuhc the council invoked.

Maybe the one complaint came from the St George's Cross driver who knew the rules. Or, as you say, some other random nutter.

Surely he can apply for permission, and cite the St George's Cross in another taxi as precedent for being allowed?

Don't see the difference myself, though they come under different rules. I suspect if he reads the rules (as I did) he can work out that he can appeal on the basis that it is not Livery (advertising his business or someone elses).
 
Go on, I'll wait. Whilst you are at it, illustrate if you can where he can't show patriotism within the rules set by licensing.

What is it that will make you happy?
