Thanks but I can’t find it under cable clip section, perhaps they are just normal washers? Most metal washer seems to have big hole in the middle.

Oh, is it ok to use them for securing cable inside walls to be plastered?
And they are not meant to be used as cable clips.
Edit - the rust protection on these is not very good, so wet plaster can cause rust and that can show through the plaster

It's a bodged, half-assed job, but I guess they work! You won't find 'normal' capping large enough to fit over 4 cables, some perforated and plastic-coated all round band would be much better IMHO. With an extra screw in the middle to hold things snug.

A product I've never used, but this the perfect situation to use it.
Electrician said we have very hard bricks and he didn’t want to put too many drill holes as brick will crack. I was going to buy some for extending a light circuit. Can I scrim tape it before plastering to prevent rust?
No, scrim tape is just to strengthen the plaster.

Using washers and screws as 'cable clips' is not a particularly brilliant idea in the first place (although I suppose there's nothing particularly wrong with it simply as a means of holding the cables in place during plastering), but using washers of a non-ideal material and then painting them to mitigate that deficiency seems like an even less brilliant idea. If one wants to use washers, then, as I said, stainless steel (or nylon) ones would seem much more sensible - and the screw obviously also needs to be fairly corrosion-resistant.
