Flat Roof Potted Plants Leaks Protection

Hi all
Wanted to put some plants outside my 1st floor window on to the neighbours flat roof.
How can I protect that roof so that the planters don't dig themselves down and damage that felt there?
Unfortunately due to neighbours cutting down plants now we watch people taking a crap in the loo opposite from the dining table, or sqeezing their zits ... nice !!!
Yikes.
Anyway, if I lay down a sheet of roofing material under the planters, will that do it ?
I suppose the wind might push the around.
Would the sheet eventually melt into the existing roof ?
Or should I used a sheet of rubber ?

I am pretty on very good terms with everyone around here, as long as I can be sure of no damage it's an older roof, also I don't think it will overshadow, wouldn't be that big maybe 2 x 4ft pots.

But need to ensure their roof isn't damaged in any way.

I will speak to the freeholders of that house for exactly that net curtain business ... see what they say, don't know them.

Simple frosted film on lower pane would be cheap and effective .

Flemish glass so can't use film.

I went round yesterday but it's a big house with about 8 flats, nobody knew anything ... but found the freeholders on the internet will send a letter recommending half net curtains and offered £75 towards it. Or a tree in the garden. I really don't want to see another person taking a dump whilst eating dinner.

So we'll see.

The neighbours around have taken to cutting down all the trees ... I am not sure if they want privacy now I can see everyone sitting on the sofa, kids playing in the garden, squeezing their zits. Honestly, I don't know what's wrong with people. One couple cut an old Eucalyptus in half because the leaves bothered them. Well okay !!! I am surpised there's anything left, people seem too stressed to have anything alive in the garden.

The other alternative is to put two pots with a bush on the flat roof, which might be okay as long as I can guarantee not damaging the roof. If I can put down either a rubber sheet or asphalt sheet ( as long as it doesn't end up sticking to the roof ) ... then it's a good option. Even have a birds nest.
But the only thing is the SW winds on the coast can be furious, and the pots might drag, not sure how to deal with that.

Or possibly I could build some boxes for small plants on the outside of the window frames, the central one would have to be removable if I need to go out. I suppose it's possible.

People are like that these days - I know people who have nothing real in their garden, artificial grass, walls and fences painted white, all just fake rattan furniture and ornaments. They think it is great!

How about a window basket - is there room below your window for one? A couple of screws into the masonry to hold it on, or even maybe the wooden windowsill, then put lavender in it - evergreen, easy to look after, smells nice too. Will be easier to maintain and water too.

Freeholder of the house opposite with the loo.
There is a deep flashing here but maybe could be done as long as I can waterproof the masonry holes.
Should be possible.
