Why do radiators have to be left off for an extended period after painting? And some TRV questions

My wife, in her infinite wisdom, decided to paint radiators today despite is having a cold snap up here. She used hammerrite radiator paint and my understanding is that you shouldn't use the radiator for a minimum of 24 hours after it's been painted. We have a baby in the house so this isn't ideal. My question is why should you not use the radiator? Is it just a matter that the paint might not last as long as it should? If so then I will just use it but I'm wondering if there are other specific problems with using it too soon?

Also, I have an ancient microbore pipe system for my CH which is buried below laminate flooring so is not accessible. I am constantly worried about interfering with anything on this system as I suspect it is being held together only by the sludge it is gunked up with. I have fully closed the TRV in the painted radiator, there was a noticeable resistance in moving from the "frost" setting to the zero but I understand this is normal. My question is, is there any issue with operating the central heating for the rest of the house with this radiator TRV isolated? I imagine this is fine but as I said I am already worried about issues with the seemingly bad system. The rad tees off quite close to the boiler, is there any concern for pressure issues etc with this rad being isolated (I do know that's probably a stupid question but I'd feel better getting some advice from people who know more about central heating systems than me).

Turning one rads TRV off ,will not affect the rest of the rads ,which can all still be in use.
I imagine leaving a painted rad off is to allow paint to dry without heating it. ,But as I have never painted a radiator I'm no expert on paint.
 
1. If the paint dries too quickly it might bubble / craze.
2. Just turn off the offending radiator, the rest can still be on.

Thanks. I have just changed the rad to the frost setting on the TRV as I've been told separately that this is better than fully off, does that seem right? I assume unless my house is absolutely freezing then the frost setting will essentially be the same as being off? There is definitely a more noticeable resistance when going from frost setting to off

For 24 hours, it won’t make much difference. I think they’re talking about them being fully off all summer. I leave all my TRV's on Max setting in the summer, with the heating off.
