Earthing handrails

The other day I noticed that the handrails on the stairs leading up to the Paddington bound platform at Wood Lane tube station have an earth cable.

Is this common practice?

Stations with 25KV AC overhead supply tend to have a LOT of bonding with heavy cables. I don't know what the exact rules for determining what does or does not get bonding is though.
 
I can recall bonding rails in blocks of flats during the 80s bonding pandemic, and yes railway rules are a bit special

It's the hammersmith and City/circle line. there are no overhead cables. The hand rail is probably 6 to 7m away from the nearest live rail. Off hand I can't think of any other stations where I have noticed hand rail bonding but that said it was only built in 2008.
