No settlement would likely have led to the court case being pursued by the other party. Last thing he or the wider firm needs.
Don't want it dragged through the courts in his mum's jubilee year perhaps?
Let's not forget, in a roundabout way, if the firm is paying a portion of the millions, that means we the public are paying. How? Because even if it's coming out of the modern day coffers, how did the firm establish itself and its wealth in the first place ...
I've had more than my fair share of 17 year olds too and I'm not as privileged as him. Mind you, I don't think I was ever more than 20 years old at the time. In fact, I know I wasn't. All stopped at 20 when I met Mrs Mottie-to-be and she was, err, 17.
Mind you, I'll give him one thing, the public statement released yesterday or today was very obviously written by him, so well done for that.

As for the payment - I read he was selling his fancy ski chalet to pay for it. So maybe the reports that the Queen is paying are just tabloid lies?

The ski hut was sold for just under 15 million uk pounds sterling
He had to agree to pay almost 7 mill to the previous owner that had been chasing him for the money and selling costs
left with about 8 million - close to 4 to 12 million short plus a couple of million legal fees I guess, leaving him with 6 mill - the other 6 mill - MP's will find out where the monies came from
