Of course they aren't. Stealing a loaf of bread and killing someone are different but they're both crimes. The examples you gave were all examples of collaboration.
 
As an aside it's pretty low of Putin to rant about invading Ukraine to protect them from Nazis when their president would have been rounded up and killed because of his Jewish parents.
