What should I do? I opened the door and found 8 people smoking...

On the grounds of health and safety should I report the incident or just give them a warning?

I would be thankful that the smoke masked the usual aroma found in portaloos.

How did 8 people fit in there? It clearly states that it can only accommodate 7 people.

I wonder what the smaller text under the word 'persons' says. Might expand on exactly what the 7 persons means?

I'm guessing it means it can serve 7 people using it regularly (but only one person at a time ) because of limited storage capacity. So for eg. if a building site had 14 people working on it, they would need two portaloos. A higher ratio of customers to bogs than 7:1 would mean the waste storage tank fills up too quickly and there would be queues of desperate people.

It's the same with new commercial buildings. Buildings regs state how many bogs and basins there need to be to serve the expected numbers of staff and customers that will use the building.
