Railway convention. Trains towards London are "up trains"

A non-rail convention is that you go "up north" and "down south"

In some places you go "up country" meaning away from the city.

In other places you go "down to the country" for a weekend

Choose your favourite convention.

There is another european country which also only has the same vowel. It hasn't been mentioned yet.

Can't see it. If you came from 'up' north, you'd be going 'down' to London, surely?
In "railway speak" all "up" lines run towards London, "down" lines away from London - which makes it "going up to London". Of course if you live in Lansachire or Yorkshire it gets more awkward as the "Lanky" (Lancashire & Yorkshire Railway) ran east west, so round here it's "up" towards Manchester (regardless of what Yorkshiremen might think)
