The EU has not suddenly been welcoming Ukraine to fit the EUs criteria for entry.

1) 1994 EU and Ukraine Partnership and cooperation agreement (economic and social issues and the necessity of conducting public administration reforms and guaranteeing free press and civil rights)

2) 1998 summit in Vienna Ukraine first declared its desire to acquire associate membership in the EU

3) 2002 Ukraine president wanted to sign an association agreement with the EU by 2003–2004 and that his country would meet all EU membership requirements by 2007–2011

4) 2007 the EU and Ukraine started talks about a new "wider agreement

5) 2016 Deep and Comprehensive Free Trade Area between Ukraine and EU entered into force

6) 2022 Ukraine applied for EU membership in February 2022
7) 2022 Ukraine granted EU candidate status in June 2022.

8) 2023 European Union leaders agreed to open membership talks for Ukraine and Moldova

1) Ukraine - EU have been working towards accession for many years
2) the announcement this merely states EU leaders have allowed membership talks to begin, that is in no way shape or form an indication that anything is being fast tracked

Why would I do that when an invasion by Putin has taken place that has altered the dynamics between the EU and the Ukraine from what went before.
My reference to the EU being circumspect was at the time Russia invaded and the reason why they are no longer as circumspect is open to debate.
