Can I fit a plume management kit on the flue myself?

simply no, not legally
No. Modifications to the flue must only be done by a Gas Safe Registered engineer. A plume management kit could significantly affect the combustion of the appliance and so requires the use of a flue gas analyser and possible gas valve adjustments before the appliance is put back into use.
If you give your rough location someone on here may be able to help
Hardly a small job to do it correctly, especially with that boiler

I'm assuming it just needed the flue exit terminal replacing with a 90 degree bend fitting and then slide the extension on?
I keep ringing gas people and they keep cancelling on the morning claiming boilers are going down elsewhere, others just don't bother quoting.

It's a 10min job, pull nose out of flue, drill hole for PMK, fit PMK go home.
