High pitched ringing on pipes

I have a high pitched ringing on my pipes and wondered if a pressure release valve should have been fitted as standard on my new water supply pipe? Thanks for any replies.
 
Think you mean Pressure "reducing" valve!
Thank you yes sorry I got the name wrong I'm a 67 year old widow. I forgot to say, the ringing is still there with the supply turned off where it enters the property. I don't think it can be a leak between kerb connection and internal stop valve as it's a brand new pipe.

If your internal stopcock is off, then it can't be from that.
Are you sure it's not something unrelated to Plumbing?
Taps and toilet fill valves wont be noisy when not being fed!

My neighbour said even with the supply turned off the noise can travel along the pipes from the Toby? Is there something in a Toby that makes a noise? I didn't know it was called Toby. I don't want to call the water company out if I can help it. Thanks.

Toby! No idea what that is.
Is your neighbour a plumber?

If they mean that noise from a neighbouring supply can travel into your pipework and resonate, then, yes that is possible and quite often a cause of nuisance.

The Toby is the stopcock in the kerb at the bottom of my drive, the external stopcock.

Not really, it tends to be things with washers that cause it, taps, fill valves, ball valves internal stopcocks etc.
