Stud wall first or insulated floor and wall?

Hi. I am going to insulate a single-skin detached garage with a concrete floor. So my question is, do I complete the floor and wall insulation and then build 2 stud walls in a corner to make a small loo space ie 2 walls external 2 walls stud first, (which means drilling into the non-insulated floor and wall) OR do I insulate first and then put up the 2 stud walls. Many thanks from an (obvious) novice.
