On the planning front if you contact your council and ask if its the type of thing that needs full planning you may save yourself a lot of leg work. Have a walk round your area and see if any have been done, lots of councils have moved to a sort of pre ordained planning structure for minor works, mostly to cut costs. If its in the local built environment then dreaming up reasons to halt development is a pure waste of planning department resource as any appeal that is upheld gives a liability of costs to the council. This was introduced to stop the thick as muck councillors that have not read one bit of guidance or law constantly bringing up stupid reasons to deny...massing be a favourite.
They normally just ask for a simple drawing costs can be very low and get the stamp pretty quickly. Garden granny annex are nodded through in my area.

I doubt you'll find an independent contractor via your provider though, unless you end up with one doing your job. By then, you'll be paying full whack in any case.
