How to increase boiler water pressure?

I’m staying at a friends & their boiler water pressure is scarily low at 0.1 bar! I can’t see how to top it up though & was hoping someone more capable than me may have an idea? The boiler is a Ferroli Modena 25S HE - I’ve attached a picture - the copper pipe to the left of the blue tap exits through the wall to nowhere, so some form of waste pipe. The white pipe to the right of the blue tap also leads to a waste drain outside, but disappears behind the kitchen unit before exiting. Any ideas appreciated!

Is there anything above the boiler? The copper pipe is the safety discharge and the white pipe is condensate pipe
 
Simply because I was trying to find the filling loop. The only obvious possible (but slightly awkward to access) taps I could see are the red and grey ones in front of the white pipe in one of my original photos above.
 
Removing the front cover of the boiler is not something a householder should do ,best left to a gas engineer who would perform various checks after refitting.
Is there a hot water cylinder in the property ,if so look there for filling loop ?
 
When you say cylinder cupboard, do you mean where the immersion heater it? I think I saw a red expansion vessel in the lift which I’ll check out tomorrow. Thanks for all your help - truly appreciated.
 
I’ve popped up in the loft & the expansion vessel I mentioned is disconnected which rules that out.

By the immersion heater there is indeed a filling loop together with two other taps with no loop - pictures below. I guess the starting point is the filling loop and attached pressure gauge which is also showing the same pressure as the boiler. One of the taps will not budge. Aside from trying some WD40 I can see a small screw attaching the tap to the fitting - I guess I could try loosening that ….
