the reason appears to be caused by the reduction in foreign students due to changes in visas

My understanding is that the rules which allowed foreign students to come here, with family and stay and work up to 3 years after graduation was more open than most other countries and had led to the large numbers of foreign students coming here in recent years


Personally I think if the Higher Education model cant work without large number of foreign students then the model needs changing
 
Some uni's got a reputation for being visa factories. I'm not sure about Cardiff, but there were a few under investigation. Each visa can result in 10s of people being allowed here to settle and many (studying at those under investigation) did not have the means or education level to complete their courses.

Lots of the top universities take large proportions of foreign students because they can charge more.

I would have thought if they didn't complete the course the visa would be revoked. Also, I have found a list of dependants that can currently be brought below:

Quite a lot of new restrictions on students,

Your partner and children (‘dependants’) may be able to apply to come to the UK or stay longer in the UK.
You must be one of the following:
If your postgraduate level course starts on or after 1 January 2024, it must be either:
  • a PhD or other doctorate (RQF level 8)
  • a research-based higher degree
 
What about the old rules? How could 10s of people get settled status for each visa?
Not sure, maybe if they tens of dependants, who knows how that would happen though.

It looks like we'll need to wait for MBK to explain it all.

They were urged to do so by successive governments, to reduce central funding. Plus, overseas students rarely come to study underwater basket weaving or media.
