Pipe insulation - worth adding rockwool around felt wrapped pipes?

Hello. I'm doing some renovation on the first floor which will include getting all of the flooring up in the bathroom and some of the floorboards up in other bedrooms. The void is between heated rooms. The water pipes are currently lagged with an old felt wrap and I've read that's not very effective so I plan to use foam pipe insulation in the bathroom where I can get to the all of the pipework. Where I'll have only partial access in the bedrooms is it worth putting some rockwool around what's there? Can't figure out which is the better bet - keep the water in the pipes warmer or leave them to add to the heat of the rooms above and below? Or would it make little or no difference given it'd be limited anyway. Thanks
