It looks like there are a few hurdles. You need to show that you have lived as your new gender for two years. I don't know what that entails. And you need two doctors reports saying that you have gender dysphoria and detailing the gender affirming care you have received. Then you apply with all that supporting information to a government body for recognition. It takes about six months. But it seems a large percentage of applications are accepted.

I was just pointing out that it's not the sort of certificate anyone can pick up for £5 at the post office.

Therein lies the problem doesn't it? If you let some men and boys into the designated areas for women and girls under 'gender identity' then you let them all in because 'gender identity' is so broad it carries no one definition. See Stonewall's LGBTQ terms upthread.

Men are biologically male however they identify. Women are biologically female however they identify.

I'm not sure on that. I think that might be conflating statistics. I think I read that 15% of transgender people have been to prison. If you have a link, that would be useful.
