Just going back to that article. It ties in with my own idea where I envisaged Saudi and other Arab states playing a role in running Gaza. It would have to more repressive than I would like in order to weed out Hamas. But you can't make an omelette without breaking legs!
What Trump has done is to focus minds in the Middle East by saying Jordan, Egypt et al will have to take in Palestinians (and trust me they really really don't want to) so to avoid that, these surrounding countries need to come up with a way of neutralising Hamas.
Jordan is effectively a Palestinian country, Palestinians form the majority in Jordan, the West Bank was part of Jordan, Gaza was part of Egypt so both these countries are intrinsically linked to the Palestinians. It's not what they want, they're happy with the status quo of it being Israel's problem.
There's a growing consensus that a two state solution cannot work. The Palestinians rejected it in 1937 (Peel Commission), in 1948 (UN resolution 181) and twice by Yasser Arafat in the build up to the Oslo Accords.
They rejected a two state solution on the grounds they would only accept a one state solution and the destruction of Israel and the Jewish race.
In 2005 Israel forced every Israeli settler out of Gaza and left them to self govern, they elected Hamas, a terrorist organisation who shortly after evicted the Palestinian Authority in an armed coup giving them permanent control of Gaza. With money flowing in from all over the world they built a network of tunnels rivalling the the London Underground and built up weapons supplies enabling them to attack Israel on a daily basis.
They could have had so much more, so much more, but they chose war.
