Depends what it is. But the GP will seek guidance from consultants and treat you without going for a hospital consultation under this new service. That is clearly more work for them.

I don’t see why it has to be incentivised ?

It’s just a cheap Labour trick to get people on to another list and probably pay out millions for the privilege

It's a small payment as there is more work for the GP Practice. Of course it is to reduce hospital waiting lists, that's surely a good thing though.

You'll get quicker treatment than going onto a hospital waiting list. The GP will know by speaking with the specialists whether you need a referral or not.

Now when the consultant eventually gets round to reading your notes and then informing his secretary to inform your gps secretary to then inform the gp that it is a referral that is needed explain how that is quicker than the gp referring you straight away

Also brilliant, my GP offers in person or phone call appointments, much easier to have my mobile and wait for a call back than traipse down to the surgery and wait in the waiting room when it's something straightforward.

mrs has suffered skin cancer several times phoned docs the other week and it was no need to come in we will do it over the phone . Now how do they look at it over the phone .
Best one she had was a physio appointment over the phone how the fek are they meant to check what you are doing blind folded

The GP is only looking for pre referral advice, you are reading far too much into it. It has been like this for years and you haven't complained about it. The only change now is the £20 payment to try and get GP's to use it more widely.
