Police say the man is being held on suspicion of attempted murder, dangerous driving offences and driving while unfit through drugs.

To some extent, yes. And also on the intention. The law is complicated.

If you punch somebody a glancing blow, you might be charged with common assault. If you punch them and they fall over and die, that might be manslaughter. If you punch them really hard intending to cause them serious injury and they die, that might be murder.

But if nobody was seriously injured, he can't be charged with a crime of seriously injuring somebody. Because it hasn't happened. It all depends on the facts and we don't have those yet.
