Ssssssshhhhhh, don't mention Reform.

Any vessel carrying more than 12 passengers is a commercial vessel and must comply with commercial regulations. All vessels must file before departure and report prior to crossing at the 12 mile limit. Which in dover/caliais is still in French waters.

It will therefore be obvious that a boat looking like this heading for UK waters, that is not transmitting AIS, has not filed paperwork and has not called in at the 12 mile limit. is.... not an engaged in innocent passage.
please show me the regulation which states a boat without a passenger carrying certificate is not under innocent passage

its not mentioned in uNCLOS 19

What they gonna do, build wall?
Talk about going round in circles. :rolleyes::rolleyes:

It's illegal, even if there were no accidents, it's still illegal to intentionally endanger the safety of another vessel at sea.

Do they have laser levels that work at sea?
Or do they still use pieces of string?
what are you on about?

the loading or unloading of any commodity, currency or person contrary to the customs, fiscal, immigration or sanitary laws and regulations of the coastal State;

so what

France doesnt have to accept them, weve covered that already, its a settled matter
settled matter :LOL:
thats up to the French, its not for me to say

all youve shown is they have an obligation to comply (provided the UK vessel is deemed innocent passage), you havent shown any rule which states how they should comply.
:LOL: They have an obligation to comply due to a treaty that they signed.
you have been falsely claiming the "French have to accept them", but the rules dont state that
How else can they perform their obligations? You've no idea.
In any case it wouldnt solve small boat crossings as most arent in an emergency situation in French waters
They would be if they are prevented from entering UK waters.

the loading or unloading of any commodity, currency or person contrary to the customs, fiscal, immigration or sanitary laws and regulations of the coastal State;
nothing mentioned about the lack of a passenger carrying certificate

they might just be a big family out having a day at the beach
