Buying used wheels with tyre on.

On a 2006 car, they either went off or they didn't - but some could go off with more or less force than intended.
How are you going to check that on a used car?
Their ingenuity is driven daily by the overwhelming need to feed their family. Some of the sheer poverty over there has to be seen to be believed.
That's what I'm saying! You can't!
So what's the solution?
Always buy a brand new car???

There isn't one. That's what I'm saying. There are lots of parts of a car that CANNOT be satisfactorily checked by you, me, the RAC man or ANYONE! We just have to accept that many of the parts on a second hand car (this discussion started with 2nd hand tyres) cannot be satisfactorily inspected. If you don't like that, stop using cars... (and trains, planes, ships, etc...).
When buying a used car, you have either rely upon how well looked after it appears, get the AA/RAC inspection report, or just hope. Me, I always just look as thoroughly as I can look at a vehicle, before deciding whether to buy, then once home with it I have always gone through them with a finer tooth comb, often fixing faults along the way, and sometimes even improving on how it left the factory. My present car, had a fresh MOT, a near useless handbrake, but good enough for a pass, a loose chassis bracket, suspension height sensor seized up, a faulty MAF, and a knackered strut top bearing, plus other defects. All sorted by me, before I was happy taking it far.
While buying a 2nd hand car can be a minefield, the risk can be substantially reduced by buying from a known and locally trusted dealer with a name and reputation to protect. My family owns such a business and although I say this, I know that all vehicles sold by them are of good quality and major defects rectified within an acceptable time or another vehicle offered. That was how I started the business over twenty years ago and how it is still run today by two of my grandchildren. I ran it originally on the old saying that I was raised to by my paternal grandparents -->Do as you would be done by 
My eldest had a car written off after the airbags worked as intended. The car was a 2006 Seat written off in 2017. He emailed Seat and thanked them for saving his life. Car was a right mess but he walked away with a graze on his left hand.

My Passat had been looked after by them and at the age of 26 it was going like a rocket.
I had 14 years of pleasurable drive with it until the midget decided that I was better off with a scrap of a focus.
Even after I got my A6 and the boss used it for the last 7 years with all her hard italian style driving, it was going great and passed mot all the time.
@johnny2007 No, Thrapston Garage (the four Porter Family) and its trusted associates although known to me is not financially linked to me. That set up is Northamptonshire based while my investments are mainly in and around the West Sussex area. Vehicles sell easier, quicker and for more profit in my area that in any other part of England, or it would not be based here.
I thought it started with buying secondhand tyres to be fitted on rims but that morphed into buying a car with secondhand wheels and other parts on.
It started with secondhand wheels with tyres included.
And I said I’d never buy secondhand tyres without looking inside them. You said you bought some that were fine "as far as I can tell". I've only been in the motor trade for 50 years and I couldn’t have been sure without looking inside them so the best you can say is that you were just lucky because that’s all it was.
